Considering the Role of Police in Managing Tehran Crisis during the Time a Natural Disaster Happens, with Focus on Earthquake

Natural disasters are part of the environment of human beings; however human being is not able to prevent them through all his capabilities and progress. Due to being located on the Alp-Himalaya earthquake belt, Iran is subject to damage and crisis off and on. Factors such as not being able to forecast the time earthquake will happen, hugeness and compactness of cities located on the fault and the density of population resident in these cities, makes the community and country vulnerability serious. Crisis management is the proof for systematic and scientific harness and confrontation with disasters and its consequences which are utilized through benefiting from the experiences of other countries and paying attention to indigenous crisis management in addition to general crisis management to reach the highest level of planning and preparing a comprehensive crisis management plan with respect to the unique structural and non-structural characteristics of Iran. NAJA as one of the major organizations involved in crisis management and responsible for control and establishment of domestic security, can play its own role properly through reliance on scientific outlooks; and in case a crisis erupts in Tehran metropolitan city- the political and economic centre of Iran- can guarantee the security of this metropolitan city and consequently the country; and diminish the consequences of crisis as much as possible. It should be kept in mind that the level of vulnerability of the country toward natural disasters in particular earthquake; and lack of a comprehensive crisis management system in the organization and missions overlap among them has paved grounds for their being away from their real role in crisis management with respect to the past experiences, has challenged these organizations and raises legal and executive gaps and doubles the importance of NAJAs role due to its vast and close relationship with the government and public.
