The purpose of the study is to present a conceptual framework to evaluate the performance of Islamic Azad University Branches of region 10. Managers of the university branches and faculty members performed the population for the study. By use of relative randomization, sample population for managers and academic staff was calculated 78 and 242 respectively. A self-designed questionnaire was used and internal validity using SPSS were used. Correlation method using KMO tests and factorial analysis were used to analyze the data collected.The findings showed that university performances could be evaluated by using a conceptual framework including 10 parameters and 53 variables such as area and facilities, scientific research and periodicals, processes, ICT, social, and cultural services, faculty members, students, employees, graduates and financial affairs.
