The present research aims at accessing IRI Police (IRIP) commanders and managersʹ empowerment pattern. IRIP top, middle and operational commanders and managers were randomly selected as the research samples (n=1100). The collected data was analyzed through using Kolmogorov-Smirnov, Friedman and Kruskal-Wallis tests. The results of the research indicated that 27 factors with an average of around 60 to 87% affect IRIP commanders and managersʹ empowerment. The factors have formed a desirable pattern through three dimensions and eight groups as follows:
S Personal dimension: group of psychoanalysis, Islamic, revolutionary
and professional factors;
S Organizational dimension: managerial, structural and organizational nature strategies;
S Environmental dimension: legal, economic, cultural and political, and social environment.
Among the 27 factors, three factors: faith, combating oppression and community-oriented manner have had the highest impact, while three factors: social and political environment and leadership style have had the lowest impact.
