Scientific Management of Hot Spots through Using Geographical Information System (GIS); Case study: Various Types of Crimes in Qazvin

Introduction & Background: Existence of a reasonable level of security for all the citizens is chief among the important indicators of social healthy life in every society; in addition it is through security that citizens can lead their own daily political, social and cultural activities. The present research aims at scientific identification and management of hot spots wherein variables of "problematic venues and times" have been in relation with the place where police forces in Qazvin city are settled. Materials and Methods: The method used here is incorporation of comparative and analytical methods. Office Excel software was used for statistical and graphic analysis in the form of a combination of GIS software, crime analysis software in Arcview environment, case in ArcGIS environment. The method for implementation of the research is applying a new managerial viewpoint based on dividing the domain of police force performance of all police stations to substations. Findings: Findings indicated that spatial distribution of the most important hot spots, especially hot spots of burglary in Qazvin is based on the classifications in the operational domain of police performance. It includes Modares police station No.11 substation 3 post 2, Bahonar police station No.13 Block No.1, Ghiasabad police station No. 17 substation 1 of Dehkhoda post 3 and Bazaar police station No.12 substation 2 post 2. Conclutions: Offering expertise patrol schedules by various crimes of burglary which comprehensively led to the optimized preparation of the forces with respect to areasʹ risk coefficient, carrying out on-time patrols in critical places and times, where and when various types of burglary occurs, enhancing feeling responsible, enhancing police missionsʹ efficiency, promoting usefulness feeling due to optimized utilization of the forcesʹ potential.
