چكيده لاتين :
Concerning the importance of human resource as the most valuable property as well as major factor of production and sustainable competitive advantage, integrated and comprehensive planning to develop human resource is as much necessary as organizationʹs strategic planning perspective. Since perspectives for developing human resources in countryʹs organizations compared with significant investments made by developed countries in the field of human resource suffer from a big gap, it is necessary for us to carefully and accurately formulate and conduct strategic programs in the field of management and development of human resource.This research uses descriptive-analytical method to examine process of developing human resource capabilities by exerting desirable changes on planning system, human resource management(HRM), and cultural structure and education system of organizations. It also offers following recommendations concerning present shortages in human resource management system based on a practical approach with an emphasis on previous research studies: 1. Formulation and distribution of development-driven approach in the field of HRM, focusing on strategic importance of human resource development and necessity to adopt appropriate and up-to-date strategies to create harmony among acceptable international standards in the field of HRM. 2. Professional management of human resource and introducing some principles related to management of sophisticated and well-educated individuals in current organizations. 3-Elevation of organizational culture and optimizing educational system to accomplish objectives related to prosperity of the organization.
