The social changes specially in new situations has made the security importance and place clearer and has set it on the center of notice. Althogh, the security as the most necessary needs of human beings, is as old as human life history, and ancient Greek intellectuals have stated the justice, security and comfort as the most important duties of goverments, but today the concept field and its analysis backgrounds, have got the mental and practical, real, virtual, individual and common, and Great Leader states accordingly: "if there isnʹt security and welfare, non of community benefits such as scientific, tactical and politial developments cannot replace in their proper situation and cannot offer the real benefit to people."
