Culture is made of values, beliefs, and faiths and these three are made of view, and the view is made of opinion, and as we move from opinion toward the culture, the solidity will be more and goes higher. As a result, changing the opinion from view and that from value is more difficult, and by changes in opinion, view and values, peopleʹs conduct would be affected by change and alteration as a result. And via managing and directing the opinion and view, one can manage the conduct, of course proper and logical reasoning and reflection and care about the impressive factors and variables can be a strong intervening variable in this process. Thus, those how pose a why on every phenomenon and question, are the owners of reason and logic, who are less affected by damage and change in their values. And Islam, the divine and delivering religion, guides people and emphasizes on this way and direction: "do not follow what you are not aware of ,fl and orders human being to reason and think about the phenomena, but man is a forgetful creature and so takes influence by the propaganda, and propaganda employing different methods and tools is itself at the service of psychological war. And this way gains huge victories with less charge. The present article describes and discusses psychological war and propaganda. Key words
