استفاده از سازوكارتوسعه پاك جهت ارتقاي معيارهاي توسعه پايدار در صنعت چوب وكاغذ ايران (چوكا)

The Use of Clean Development Mechanism (CDM) for the Promotion of Sustainable Development in Wood and Paper Industry of Iran (Chouka)

امروزه نقش انكار ناپذير محيط زيست در فعاليت هاي اقتصادي جوامع بشري سبب شده تا اصطلاح توسعه پايدار در ادبيات جهاني مطرح گردد. توسعه پايدار توسعه اي است كه با برطرف كردن نيازهاي نسل حاضر، نيازهاي نسل آينده را در نظر مي گيرد و داراي ابعاد متفاوتي همانند اقتصادي، زيست محيطي و اجتماعي مي باشد. مكانيسم توسعه پاك(CDM) در واقع ديدگاهي درازمدت است تا كشورهاي در حال توسعه بتوانند به پايداري در بهبود معيارهاي زندگي خود برسند. لذا در اين تحقيق ابتدا با استفاده از نرم افزار پروفرم، آناليزهاي اقتصادي لازم را براي صنعت چوب وكاغذ محاسبه شد و ميزان اثربخشي اقدامات بهينه سازي در كاهش گازهاي گلخانه اي انجام گرديد و نيزبااستفاده از پروژه مكانيسم توسعه پاك، معيارهاي توسعه پايدار براي اين صنعت تعريف شد و در آخر با استفاده از نرم افزار انرژي و محيط زيست هزينه هاي اجتماعي حاصل از انتشار گازهاي آلاينده بر اساس EPA محاسبه گرديد. نتايج تحقيق نشان مي دهد كه با تعويض بويلر و استفاده از بويلر با بازدهي بالاترحدود6360 هزار گيگاژول در مصرف سوخت صرفه جويي خواهدشد (در طول عمر پروژه كه 12 سال فرض شده است) با در نظر گرفتن نيازسرمايه گذاري به ميزان 385 هزار دلار واثر بخشي 12 ساله پروژه حدود 360 هزار تن انواع گازهاي گلخانه اي حذف خواهد شد. بنابراين اجراي اين تحقيق در صنعت چوب و كاغذ ايران علاوه بر افزايش كارآيي و كاهش انتشار گازهاي گلخانه اي باعث حفظ منابع انرژي فسيلي در جهان شده كه خود مي تواند كمكي در جهت رسيدن به معيارهاي توسعه پايدار باشد.

Nowadays, the undeniable role of environment in the economic activities of human societies has introduced the term sustainable development in the world literature. Sustainable development is a kind of development that tries to solve present generation need and considers next generations needs and enjoys different dimensions such as economical, environmental and social. CDM is a long-term view point this means that developing countries get to better life standards for themselves. So, in this research after introducing sustainable development by using proform software, economical analyzes for wood and paper industry is calculated and the amount of influence accomplished for optimization, and also by using CDM project for sustainable development standards in this industry and finally by using energy and environment software social prices of each of pollutant gases were calculated according to EPA. Results show that by replacing Boiler with higher output, at the of 6360 Thousand GJ, it will economize on the consumption of fuel. It is supposed that (projectʹs age is 12 years) during this date the diffusion of green house gases will be eliminated at the amount of 30 HT. considering the amount of invest tment needed which amounts to 385 thousand $ and 12 years effectiveness of the project will reduce all kinds of green house gases at. the amount of 360 thousand tons. Therefore, this study in wood and paper industry of Iran in addition to increasing efficiency will maintain sources of fossil energy in the world which can help to reach sustainable development standards.
