چكيده
مقدمه: با توجه به سانحه‌خيز بودن و تعدد سوانح در ايران، همچنين نياز به ارايه پاسخ مناسب و اثربخش در ساعات اوليه پس از حادثه به منظور كاهش تلفات انساني و مادي، لزوم تشكيل تيم‌هاي واكنش سريع و ارايه فرايند عملياتي استاندارد براي اين تيم‌ها، اجتناب ناپذير و از ضروريات كشور است. هدف اصلي مطالعه حاضر ارايه فرايند عملياتي استاندارد براي تيم‌هاي واكنش سريع بهداشتي و درماني در ايران است.
روش‌ها: پژوهش به صورت كاربردي و با روش توصيفي- تطبيقي انجام پذيرفت و در آن كشورهاي منتخب از نظرفرايند فعال سازي، آموزش، ساختار، تجهيزات و وظايف آنها در هنگام بحران با يكديگر مورد مقايسه قرار گرفتند.
يافته‌ها: كشورهاي مورد مطالعه در فاز پاسخ به سوانح، تيم‌هاي واكنش سريع خود را بر اساس يك فرايند استاندارد از پيش تعيين شده فعال مي‌كنند. اين تيم ها زيرنظر يك مرجع فرماندهي واحد قرار دارند، اعضا از قبل مشخص شده و ساختاري قابل تغيير بر حسب نوع حادثه دارند، آموزش‌هاي استاندارد را به صورت مداوم پشت سر گذاشته‌اند و با تجهيزات كامل و متناسب با نوع سانحه بر‌اساس شرح وظايف روشن و مشخص به ارايه پاسخ مناسب مي‌پردازند.
نتيجه‌گيري :تشكيل تيم‌هاي واكنش سريع بهداشتي و درماني در قطب‌ها و سطوح مختلف تقسيمات كشوري، ايجاد سامانه فرماندهي واحد در وزارت بهداشت براي هدايت اين تيم‌ها، استفاده از امكانات محلي همراه با تجهيزات مورد نياز، شرح وظايف روشن همراه با ارايه آموزش‌هاي مناسب به افراد منتخب در اين تيم ها به‌منظور پاسخ به موقع به حوادث و كاهش مرگ و مير ضروري به نظر مي‌رسد.

Abstract:
Background
Regarding the frequency of disasters and effective response to the first hours after occurrence, it is necessity to form rapid response teams in order to reduce casualties and property losses. This paper aims to provide a standard operational process for health & care rapid response teams in Iran.
Methods
In this applicable research, which was done by descriptive-comparative method, various countries were compared based on different factors such as activation process, training, structure, equipment and their functions during crisis.
Findings
All studied countries activated their own rapid response teams based on a predetermined standard process in response phase. These teams are working under a unique command reference. They already are selected and have changeable structure based on disasters. Also they received standard trainings continuously and provided an appropriate response to disasters based on their job description and modern equipment.
Conclusion
According to the research, some measures should be taken in order to decrease mortality and timely response to disasters as follows: to organize health rapid response teams in different levels of country; to establish a incident command system for guiding teams; to use local facilities with necessary equipment, and to define a clear job description with appropriate training for the selected individuals of these teams.
