حكمراني و عملكرد كشاورزي

هدف مطالعه حاضر عبارت است از تحليل آماري ارتباط بين معرف هاي حكمراني و عملكرد بخش كشاورزي، و چگونگي تعاملات نهادي كشاورزان و دولت در هشت كشور ايران، هند، چين، كره جنوبي، ژاپن، انگلستان، ايتاليا و آلمان طي دوره 1996-2006 با تاكيد بر تحليل روند برخي از سياست هاي اقتصادي بخش كشاورزي ايران. به طور كلي، بر اساس نتايج ضمني پژوهش، بهره گيري از نهاده هاي سنتي و نوين توليد در كشورهاي داراي سطوح بالاتر معرف هاي حكمراني مطلوب تر است. در واقع، نتايج آماري بيانگر شكاف قابل توجه بين بهره وري نيروي كار و عملكرد در هكتار كشورها با سطوح متفاوت نهادي است. تمركز بر تحليل روند سياست هاي بخش كشاورزي ايران نشان مي دهد كه ضعف نهادهاي حكمراني به-ويژه پاسخ گويي نهادهاي مردمي، كيفيت مقررات و تنظيم روابط قانوني از عوامل موثر در عدم دستيابي كامل به بخش كشاورزي توسعه يافته و با كارآيي بالاست.

The objective of this study is to analyze statistically the relationship between governance indicators and agriculture performance, and the quality of institutional interactions between farmers and government in 8 selected countries, including Iran, during the period1996-2006 with especial emphasis on analyzing the trend of some economic policies of agricultural sector in Iran. In general, the results indicated that those countries with higher level of governance have utilized traditional and modern inputs more optimally. In fact, statistical results showed a considerable gap between labor productivity and performance per hectare in countries with different levels of governance. Concentrating on the trend analysis of agricultural sector showed that weakness of governance institutions particularly the participation of people institutions, the quality of regulations, and regulation of legal relations were among the effective factors that impede the achievement of development and significant efficiency in agricultural sector.
