Digital Opportunities and Human Rights Dilemma in Cyber-Space

Technological advancements in IT and ICT have aroused both hopes and worries. This has given rise to the emergence of contradictory approaches and theories on the future of human rights. On the one hand, there is the approach which claims that the new space will be liberalizing and therefore will defend the demise of Westphalian space monopolization as well as the importance of peopleʹs entire sovereignty and regards the new space as the initiator of unique opportunities for democratization. On the other hand, there is an opposing outlook which assumes the new space as nothing but a sequel to the past and consequently talks of software control, supervision in cyber space, and evidently the continuation of up-in-the-air human rights dilemma. To examine these paradoxical outlooks, the authors while adopting a neutral-critical doctrine in their attempts to scrutinize the theoretical elements of the said outlooks, argue for the scientific capacity of each line of thought. The article is an attempt to provide plausible answers to "what is the future of human rights in cyber space?" and "can digital spaces put an end to human rights violations?" The article aims to provide a critical survey of these theoretical outlooks and provide sound judgments on theoretical capacities of these theories in spelling out the future of human rights. Thatʹs why the scope of this article falls under contexts such as political futurism, techno-policy, political development, and human rights. Pluralistic methodology has been adapted for the purpose of this article.
