Recently, the Iranian Government has adopted Entrepreneurship Development as a strategic priority in national economic, social and cultural development plans. Since promoting Entrepreneurship in Games industry could result in sizable economic and cultural development, this research with the goal of proposing governmental entrepreneurship development strategies, tries to identify effective elements in Entrepreneurship Development in the industry through Study and Analysis of Public policy and governmental support programs in top ten countries with most productive Games industries. We selected 35 variables (factors) as the most effective indicators in analyzing the industry, and studied them both in the proposed model and the questionnaire. To examine the model, we administrated the questionnaire to 57 local game producers and policy makers to find the gap between the predicted and desired outcomes. We analyzed the data by the Gap and Path Analysis, discovered the deficiencies of the model as applied to local industries and eliminated six factors with weakest correlations to local outcomes. Based on the suggestions of local and global industry experts, we then designed a new model by grouping the remaining 29 factors in three categories: financial assistance, educational support and structural improvements. This model produced a stronger correlation with local data. Hence it was adopted as a proposed native model and used to develop three entrepreneurship development strategies, which could be tailored locally and was recommended to relevant organizations for execution.
