Studying the Acquisition Systems of Defense Arms and Equipments in Some Countries.

This article considers the nature and process of weapons and equipments procurement in some countries of the world. In the process of determining operational requirements and needs in the United States armed forces, two principal and important documents, mission requirement statement and operational requirements document will be produced. Determining the operational requirements and needs is one the support systems for decision, which is in a close interaction with other supporting systems for decision (procurement system and planning, program and budget system) and along with science and technology, address these needs. Studying this issue in United Kingdom and Germany shows that to determine operational requirements, the approach of obligation-to-capability and capability-to-operational requirements is used and the operational requirements determining system in UK ministry of defense is concentrated and in Germanyʹs ministry of defense is unconcentrated. In this the exploratory studies as process to achieve an appropriate pattern for countries weapons and equipment procurement system is considered.
