The economic, cultural, political, technological and ideological development strategy for the countries of the world is based on their tendency for convergence, co-existence, challenges or exploitation and domination.
The level of such relations is decided by each countryʹs diplomacy regarding the power factor, national interest and general policies.
At present, scientific and technological phenomena, create new turning points in appearance of relative and challenging priorities between countries, thus recalling proper infrastructure in political, economical, cultural-social dimensions interacting with other factors of development.
The article views technology as a power factor in international relations. Economic power of a country is considerd a reflection of trade technology development, as it is for defence power reliance on defence technology development. Progress in science and technology, is no more considered, "the only fundamental factor" for development and economical-social progress, but it is its direct impact on countryʹs national security which matters and emphasized on. Thus the article aims on evaluating the opportunities and threats to persent recommended strategies based on advantages existing both in national and organizational levels.
