چكيده لاتين :
The extensive changes in the roles of governments in recent decades have faced governments with new approaches whose decisive result is a change in their relative position. Generally, each governmentʹs administrative system is indicative of its views on how to run the country, and the role of the administrative system in economic, political, social and cultural structures and its impact on realization of the goals of societyʹs major systems. It is so decisive, that if it is not revised, and reconstructed and modernized, accomplishing the abovementioned goals envisioned by the 5 year development plans and the 20 year vision, will not be feasible. Therefore, the authors of this article intended to present a contingency model for reforming the Iranian administrative system, based on a scientific methodology. The factors in this model, applying the statistical method, have been rcognized as a factorial analysis, so eight essential factors have been determined. This contingency method is calledffValued Stream" and is supposed to realize the total productivity that is a synergic sum of efficiency, effectiveness and staff customers and society satisfaction, in order to achieve a permanent and balanced development. Each essential factor of the model is composed of several items that could be installed and executed according to the decided priority in their analysis, role. And importance in the model like a module or subsystem on the basis of human and technological ability, readiness and interest in managers and leaders of the provincial organizations, including productive, commercial, services governmental or non-governmental with laying a cultural ground and appropriate education.
