A survey on Environmental Factors*** strategy formulation processes, on the subject of public administration problems

One of the concepts on strategic management literature is "Environment". Actually strategy formulation itself is a response to turbulent and contradictory situations. Organizations on pursuing their missions, should consider two major questions; l)What are they? and 2) Where are they situated? Or How is their relation with others? Answer to the first question leads to "Internal Factor Evaluation" and defining second one requires "External Factor Evaluation ". But strategy formulation for "a public administration phenomenon or problem" is more ambiguous than for "an organization". Sometimes distinguishing between internal factors (Strength/Weakness) and external factors (Opportunity/Threat) is not so easy. This paper defines differences between these concepts and introduce an applicable tool, in order to avoid any ambiguity.
