The presented research has been carried out to construct and standardize the strategic learnerʹs identification scale among university students. . Samples were selected from among the students in Islamic Azad University Garmsar Branch in two stages. In the first stage50 students were selected randomly to study the validity and reliability of the newly-made questionnaire. In the final stage 474 students were selected were selected using cluster random sampling method. To make the questionnaire based on the theoretical principles of cognitive and metacognitive strategies and previously-done research, strategies were identified first and then different items were made based on each strategy. Content validity of the items was tested through consultation with six experts. Reliability was obtained through Cronbachʹs Alpha method. The comparison showed no difference between the level of strategic learning skills among boy and girl students. However, there was a statistically significant difference among various fields of study. With these differences in mind, two separate norm tables were drawn for different fields.
