Combining the BSC & DEA measuring system with uncontrollable inputs & outputs

The Balanced Scored Card (BSC) which pays attention to the four financial aspects as a result of the past performance (past -oriented indices) and three aspects of processes, costumer and learning and growth (future-oriented indices) has been taken into account as a must in recent competitive environments. The influential factors on organization are out of management control to some extent. So it is vital to evaluate the degree of impact of such factors. The DEA as a non-parametric method for measuring the efficiency has always been one of the important management issues based on its capability it can show the efficiency values in form of numbers and figures. In this paper the combination of the said two systems has been addressed in which it is attempted to use BSC as a tool for designing the indices of performance measuring and DEA as a performance measuring tool with the existence of non-controllable indices. Finally the presented model has been analyzed for one of the country banks with some inputs and outputs in four jurisdictions of the balanced Scored Card with respect to the non-controllable indices and model results.
