Information technology has affected all management arenas and science dynamism since two late decades, and practitioners believe that universities, as the center of thought force and social transformation, should copmulsorily proceed to apply it One of the most important principles in information technology development is how to execute and formulate its strategic development In this research, focusing on theoretical fundamentals and research record, IT area strategies and internal and external environmental factors have been defined and based on this a three dimension model was offered. Then in the area of IT, using SWOT and QBSSG models, strategy and ranking were formulated. Some questionnaires were provided for the test and identifying the factors and responding the research sub questions, for both internal and external environmental sectors, and after confirmation of validity and reliability of research factors for achieving the required information, regarding cooperation and expertise variables in IT area, a sample including 25 academic experts was selected from Islamic Azad University, Ghazvin Branch and the questionnaires distributed to them. We used Delphi method for searching the views, and descriptive statistics for information analysis and AHP model for determining the weights. The main result of this research was formulating practical pattern for strategic development of IT in university level.
