تعامل پليس با نهادهاي جامعوي در پيشگيري از جرم

وظيفه اصلي پيشگيري از جرم در كشورهاي مختلف به عهده پليس است. اجراي اين وظيفه در حال حاضر و با توجه به وضع جوامع كنوني و ابعاد پيچيده ارتكاب جرم، مستلزم همكاري نهادهاي رسمي و جامعوي است. تلاش هاي پليس براي متقاعد يا وادار كردن نهادهاي اجتماعي از قبيل: مالكين املاك، والدين، حكومت هاي محلي و متصديان و صاحبان مشاغل، ابعاد ديگري از انجام وظيفه پيشگيري از جرم تلقي مي‌شود. جلوه هاي تعامل و همكاري هاي پليس با نهادهاي جامعوي از مشورت پليس با اعضاي جامعه شروع و تا اجبار اين نهادها در پيشبرد اهداف پيشگيري از جرم، پيش مي‌رود. در اكثر كشورها، پليس محله، استفاده از طراحان محيطي و شوراهاي روستا و شهر مصاديق بارز تعامل پليس و نهادهاي جامعوي تلقي مي شود. اين مقاله سعي دارد پس از تبيين تعامل پليس با نهادهاي جامعوي اهداف و چالشهاي اين تعامل را با تاكيد بر بعضي از جلوه هاي آن - مانند نظارت شخص ثالث كه در برخي از كشورها وجود دارد - برررسي كند.

Police force plays a primary role in prevention of crime in several countries. At present, fulfillment of such duty in regards to the status of current societies and the complex aspects of crime commitment requires the cooperation between social and official institutions. The effort of Police to convince or urge social institutions and establishments such as landlords, parents, local authorities, operators and owners of business and professions, is deemed as another aspect of fulfillment of the duty of crime prevention. The displays of such interaction and cooperation between police and social institutions start by policeʹs counseling with members of society and carries on to the level of urging these societies to move forward with the objectives of crime prevention. Organization of neighborhood patrolling force, utilization of surrounding planners as well as rural and urban councils are considered as the quintessential of such interaction between police and social institution in most countries. In this Article, as the interaction of police force with social institutions are explained, I try to review the objectives and challenges of such interaction by highlighting some of its displays such as third party patrolling that exists in some countries.
