راهبردها و برنامه‌هاي كلان در توسعه تكواندوي ايران

هدف از انجام اين پژوهش تعيين راهبردها و برنامه‌هاي كلان در توسعه تكواندوي ايران بود. اين پژوهش، در دو بخش كيفي و كمي‌انجام گرديد. در بخش كيفي، براي تعيين وضعيت موجود تكواندوي كشور، پرسشنامه‌اي با تعداد 200 سوال بسته پاسخ تهيه شد و پس از تاييد روايي محتوايي آن توسط خبرگان، نمايندگان تمامي كميته‌هاي فدراسيون و هييت‌هاي سه استان تهران، گيلان و سيستان و بلوچستان به سوالات آن پاسخ دادند. همچنين در بخش كمّي تحقيق، يك پرسشنامه تحليل سوات با 5 سوال عمومي و 47 گويه تهيه، و ضريب پايايي آن 71/0 تعيين شد (01/0 P) و در اختيار 60 تن از خبرگان اين رشته قرار گرفت. پس از جمع آوري داده‌ها در بخش وضعيت موجود، تحليل سوات انجام شد و با تشكيل چندين جلسه با خبرگان، استراتژي‌هاي توسعه تكواندوي كشور به دست آمد. ضمن شناسايي وضعيت برنامه‌هاي جاري تكواندو در كشور، در حوزه‌هاي وضعيت عمومي، مسابقات، داوران، مربيان، امور فني، استان‌ها، امور قضايي، تحقيقات، آموزش و آزمون، روابط عمومي و امور بين‌الملل، در چهار حوزه فدراسيون در استان‌هاي تهران، گيلان و سيستان و بلوچستان، نقاط قوت، ضعف، تهديدات و فرصت‌هاي رشته تكواندوي كشور شناسايي شد. بر اساس يافته‌هاي تحقيق، 12 استراتژي در قالب 34 برنامه كلان و 91 برنامه عملياتي و در مجموع تعداد 6 پيشنهاد كلي براي توسعه تكواندوي كشور ارايه شد. تكواندوي كشور به لحاظ مديريت مسابقات، امور داوران، بخش حقوقي از شرايط مناسب‌تري برخوردار است. برگزاري منظم مسابقات ليگ و توجه به استعداديابي، در موفقيت تكواندوي كشور در مسابقات جهاني سهم بسزايي دارد، اما تكواندوي كشور از ضعف دانش نظري مربيان و عدم كفايت در برقراري ارتباط مناسب با مراكز تحقيقاتي و علمي كشور متضرر مي‌شود. همچنين بهره‌گيري از عضويت در كرسي‌هاي بين‌المللي از مواردي است كه مديران تكواندو از آن سود مي‌جويند. بدين‌ترتيب بايد برنامه‌ريزي خاصي در مورد پخش رويدادهاي تكواندو از رسانه‌ها صورت پذيرد و نيز فعاليت‌هاي بازاريابي، به‌ويژه حمايت مالي در اين زمينه به‌عمل آيد. در مجموع، توجه هر چه بيشتر به مسابقات ليگ حرفه‌اي، تقويت نظام استعداديابي، تقويت حضور در كرسي‌هاي مجامع بين‌المللي و توسعه علمي و پژوهشي تكواندو در كشور از موارد قابل توجهي است كه بايد مورد توجه مديران ورزش تكواندو قرار گيرد.

The present study was conducted with propose of Taekwondo Strategic Plans of IRAN. For this purpose, in two of quality & quantity research method sections. At the quality section, for determine status assessment of Taekwondo, The Questionnaire consists of 200 components, was prepared and the expert panel were confirmed its reliability. Then, all of the people as represent of expert taekwondo sport field in each committee at federation & provincial associations, were asked to complete it. Also at the quantity section, the second Questionnaire consists of 5 general components & 27 buoys & 0.71 for reliability, was prepared for swot analysis (P < 0/01), which 60 people as represent of expert taekwondo sport field, were asked to complete it. After collecting the data at status assessment & swot analysis and after several meetings with taekwondo experts, then the strategies has been made. Results were consist of identify the status assessment of taekwondo of I.R.IRAN at General status, Competitions, Referees, coaches, Technical Matters, Provinces, Judgment Matters, Research, Education & Exam, Public Relations, International Matters, in four divisions that consist of Federation and Tehran, Gilan,Sistan & Balouchestan provincial associations. Due to these results, 12 strategies in frame of 34 main plans and 91 action plans and 6 suggestions for taekwondo development have been presented. Iranian Taekwondo due to event management, referees, legal aspects, has a better situation. Regular holding League and talent identification are the most elements that affects on Iranian taekwondo successful in the world. Coaches’ deficiency science and inadequate relationship with research and scientific centers are the issues that taekwondo by loss. International membership chair is the most opportunities that they can derive a benefit. Also they would plan on TV broadcast, Marketing management and sponsorship. Overall the more regarding to pro-league, talent identification reinforcement, international membership chair and taekwondo scientific –research development, are the issues that managers must emphasis on them.
