عدالت يكي از ضروري‌ترين مفاهيم حوزه‌هاي مختلف علوم و به عنوان يك ارزش در تاريخ بشر مورد توجه اكثر مكاتب و جوامع بشري بوده است. اسلام به عنوان آخرين دين الهي و راه نجات بشريت، اصل عدالت را از اصول و سنت‌هاي تغييرناپذير الهي مي‌داند. براساس بينش اسلامي، جهان واقعيتي است كه برپايه عدالت بنا نهاده شده است. بر اين اساس هر فرد انساني حق دارد كه در تمام طول عمر خود از امكانات بهداشتي و درماني براي رسيدن به حد اعلاي سلامت برخوردار گردد و به عنوان موجودي الهي لايق بهترين، كارآمدترين و ايمن‌ترين خدمات سلامت است. عدالت به عنوان يكي از مولفه‌هاي اساسي و از اصول مهم چهارگانه اخلاقي و از عمده‌ترين مباحث اخلاق پزشكي نوين مي‌باشد. از طرفي پيچيدگي موضوع عدالت و مطالعات متعدد در زمينه عدالت در اخلاق پزشكي و نظام سلامت حاكي از آن است كه تنوع رسيدن به آن، برپايه فلسفه و ارزيابي مفهوم اخلاق متفاوت خواهد بود. عدالت در معناي قديمي آن، معادل دادن هر چيز به كسي است كه استحقاق آن را داردكه اين معنا با آنچه كه معمولاً در تخصيص منابع پزشكي به بيماران از آن سخن مي‌رود سازگارتر است. در معناي امروزي‌تر، عدالت مبتني است بر برابر شناختن افراد جامعه در برخي از حقوق خاص، و اين ديدگاه بيشتر با عدالت اجتماعي سازگار است. عدالت نه فقط تخصيص منابع درماني به بيماران، بلكه تامين شرايط براي زندگي تمام مردم است كه تا حد ممكن آنها را بر مدار سلامت و دور از بيماري نگه دارد. بنابراين منظور از عدالت اجتماعي توجه به نيازهاي سلامت همه افراد و اقشار جامعه، بدون توجه به موقعيت جغرافيايي، فرهنگي، اقتصادي و اجتماعي آنها است.
