A Critique of the Crime Prevention Bill

در اصطلاح جرم‏شناسي، پيش‏گيري شامل اقداماتي است كه به‏منظور جلوگيري از ارتكاب جرم درآينده با هدف كاهش بزهكاري، به عمل مي‏آيد. در لايحه پيش‏گيري از وقوع جرم، انواع پيش‏گيري، شامل پيش‏گيري اجتماعي، پيش‏گيري قضايي و پيش‏گيري انتظامي تعريف شده است. تشكيل شوراي عالي پيش‏گيري از جرم به منظور تعيين راهبردها و سياست‏هاي پيش‏گيري از وقوع جرم، اتخاذ تدابير مناسب به منظور هماهنگي و توسعه همكاري بين دستگاه‏هاي مسيول، ارزيابي نتايج اجراي راهبردها و سياست‏هاي ملّي پيش‏گيري از وقوع جرم است. تشكيل كميسيون‏هاي تخصّصي پيش‏گيري از وقوع جرم به منظور تهيه برنامه‏هاي اجرايي سياست‏هاي پيش‏گيري از وقوع جرم و ايجاد هماهنگي ميان نهادهاي مربوط در حوزه‏هاي تخصصي پيش‏گيري از وقوع جرم از ديگر ويژگي‏هاي اين لايحه است.

In the field of criminology, prevention covers all measures that intend to prevent the commitment of Crime in the future, with the objective to reduce delinquency. The Crime Prevention Bill entails a variety of social, judicial and law enforcement preventive measures. The proposed bill has two vital features. The first feature is the establishment of the Supreme Council for the prevention of crime that has the function of devising strategies and policies for crime prevention and articulating appropriate palicies that enhance cooperation among relevant responsible institutions. This council is also tasked with the evaluation of implemented strategies and national polices pertaining to crime prevention. The Second feature is the formation of specialized committees that will formulate action plans for the execution of policies and for strengthening cooperation among bureaucracies that deal with crime prevention issues.
