Police, Schools and Crime Prevention: A Preliminary Review of Current Practices

درگير شدن پليس در امور مدارس، پديده جديدي نيست. از بيش از نيم قرن گذشته، نيروهاي پليس بسياري از كشورها، از طرق فراوان با مدارس ارتباط برقرار كرده‌اند. در بيشتر اين مدت، اين نقش آفريني محدود به گردآوري دانش‌آموزان گريزان از مدرسه، تامين امنيت دوچرخه‌سواري يا عبور و مرور دانش‌آموزان يا پيشگيري از سوي‌استفاده از كودكان بوده است . اما، از ابتداي دهه 1960 به بعد، تغييرات تدريجي وجود داشته و در دهه 1990 منجر به ايجاد ارتباطات بسيار رسمي و نزديك بين پليس محلي و مدارس شده است. به عنوان مثال در ايالات متحده، بكارگيري ماموران خاص پليس به عنوان افسران كاردان مدارس، انتقال برنامه‌هاي پيشگيري از مواد مخدر، يا بكارگيري سياست‌هاي انعطاف صفر، همگي پليس را به امور روزمره مدارس نزديك‌تر ساخته است. بسياري از اين تحولات در واكنش به افزايش عمومي بزهكاري اطفال صورت گرفته كه ويژگي خاص بيشتر كشورهاي غربي از دهه 1960 تا دهه 1990 بوده است. اين تحولات همچنين تغييرات عمومي‌تر در گرايش عليه خشونت و جرم در نوجوانان را منعكس مي‌سازد. در حال حاضر در بسياري از كشورها، پليس و سياستگزاران مسيله جرم مبتني بر مدرسه را به رسميت مي‌شناسند. در طول ساليان دراز، قلدري، نزاع، فرار از مدرسه و استعمال مواد مخدر ويژگي زندگي دانش‌آموزي بوده اند اما ارتباط مهم اين مسايل با بزهكاري و بزه‌ديدگي و ساير آثار آن بر بهداشت و توسعه اجتماعي در حال حاضر بيش از پيش شناخته شده است. همچنين تمايل زيادي به برچسب زدن رفتارهاي مدرسه‌اي به عنوان جرم و پاسخ‌دهي مناسب به آن (از منظر پليس و نه مدرسه) وجود دارد. بالاخره، اوج‌گيري وقايع خشونت‌آميز مانند تراژدي كلمبين در ايالات متحده يا تيراندازي در مدرسه‌اي در شهر ارفورت آلمان نيز به افزايش نگراني در مورد نياز به توسعه برنامه‌هاي اثربخش پيشگيري از جرم در مدارس كمك كرده است. نتيجه به دست آمده اين است كه در حال حاضر در بسياري از كشورها مدارس براي مقابله با جرم در درون و اطراف مدارس، همكاري فعالانه اي با پليس دارند. جرم و مشكلات رفتاري در مدارس همچنين بطور فزاينده‌اي به معضل جامعه و خانواده‌ها نيز تبديل شده است. مراكز محلي مانند شوراي اروپا دولت‌ها را ترغيب به توسعه مشاركت‌هاي محلي براي پيشگيري و مبارزه با بزهكاري در مدارس كرده‌اند و پليس به عنوان يكي از مهم‌‌ترين اعضاي اين مشاركت‌ها در نظر گرفته شده است.

The involvement of the police in school is not a new phenomenon. They have been associated with schools in many countries, and in a variety of ways, for most of the previous Century. For much of that time, that role was limited to collecting truants, ensuring bicycle or traffic safety, or the prevention of child abuse. Since 1960s, however, there have been gradual changes, resulting by the 1990s in the development of a variety of much more formalized and closer links between local police and schools. In the USA, for example, the development of dedicated police officers as school resource officers,have all brought the police the much closer to the day to day running of schools. Much of this change has been in response to the general increase in youth offending which was characteristic of most Western countries from the 1960ʹs to the 1990ʹs. It also reflects more general changes in attitudes towards aggression and violence by young people. The public and policy markers, in many countries, now recognize the issue of school- based violence as a problem. Bullying School fights, truancy and drug use have all been characteristic of school life for many years, but their important links with offending and victimization, and their impact on health and social development, are now much more widely acknowleged. There is also much more willingness to label school behaviours as violent, and to see the police, rather than the school, as the appropriate response. Finally, extreme incidents of violence such as the Clumbine tragedy in the United States or the school shooting in Erfurt, Germany, have also helped to increase concerns about the need to develop effective prevention programmes in schools. The result is that in many countries, schools are now actively collaborating with the police to combat crime and violenece in and around their premises.School violence and problems behaviours are also incressingly seen as a community and family issue too. Regional forums such as the Council of Europe have urged governments to promote the development of local partnership for preventing and combating violence at school, and the police are seen as one of the most important parties in such partnerships.
