چكيده فارسي :
پيشگيري از مسايل اجتماعي از جمله جرم، مبارزه‌اي هدفمند از طريق تشخيص و حذف عوامل آن‌ها است. يكي از راهبردهاي كاملاً تخصصي پيشگيري وضعي براي علت‌شناسي و حل مستمر مسايل اجتماعي «حل مسيله» است. حل مسيله فر‌آيندي راهكارمحور، علمي، كاربردي و نظام‌مند است كه از طريق تلفيق متناسب علم با عمل به تشخيص، تحليل مسيله مورد نظر، اجراي راهكارهاي پيشگيرانه و ارزيابي آن‌ها مي‌پردازد. اين رويكرد با برخورداري از ظرفيت چشمگير تحليلي خود، يكي از كارآترين تدابير برطرف‌سازي طيف وسيعي از مسايل است، زيرا به‌صورت نظام‌مند به شفاف‌سازي مسايل مي‌پردازد و با توجه به انواع و ويژگي-هاي آن‌ها اقدام به حل آن‌ها مي‌كند. مقاله حاضر فر‌آيند حل مسيله، تفكر و نگرش‌هاي حاكم بر آن، كاربرد آن در پيشگيري وضعي و مهارت‌هاي لازم براي به‌كارگيري آن را به‌طور كامل و مختصر تبيين و تشريح مي‌كند.
اين مقاله پس از تبيين 10 روش حل مسيله نظير خلاقيت، صورت‌بندي مسيله معادل، الگوسازي و... به‌عنوان معمول‌ترين روش‌هاي حل مسايل اجتماعي، مراحل «فر‌آيند حل مسيله» را به‌عنوان دستاوردي شگرف در حل عميق مسايل مرتبط با پيشگيري وضعي تشريح مي كند. ضرورت برخورداري از علوم پايه‌اي نظير آگاهي از نظريه‌هاي جرم‌شناختي، آثار تحقيقاتي، روش تحقيق، آمارگيري، سياست‌هاي شهري و مهارت‌هاي كاربردي نظير مديريت پروژه، تفكر انتقادي، بازنگري آثار علمي و كاربردي براي ورود به فر‌آيند حل مسيله، موضوع ديگري است كه در اين رهگذر مطرح شده است. در پايان چند پيشنهاد پژوهشي و كاربردي در راستاي بهره‌برداري مطلوب از اين رويكرد كارآمد مطرح شده است.

Prevention of social problems, especially crime, is a fight through the recognition and omission of their elements. Problem solving is one of the quite specialized guidelines of situational crime prevention for etiology and the persistent solution of social problems. Problem solving is a solution-based, scientific, practical, and systematic process which properly joins science to practice in order to analyze the related problem, implement preventive solutions, and evaluate their results. The present article broadly discusses the process of problem solving, the fundamental approaches of problem solving, its application in situational crime prevention, and necessary skills to implement it. After a debate on 10 methods of problem solving such as creativity, modeling, etc, as the most common ones, the steps of problem solving process will be explained as great outcomes that deeply solve the problems related to situational prevention. The essential for enjoyment of basic sciences such as awareness of criminology theories, studies, methodology, etc to begin the process of problem solving is another aspect discussed here. Finally, some scientific and practical suggestions will be presented to properly utilize such efficient approach.
