شوراي ملي پيشگيري از جرايم سنگاپور ،از آغاز كارش در سال 1981 به طور فعال در خصوص موضوعاتي همچون افزايش سطح آگاهي عمومي درباره جرايم و تشويق به پيشگيري از جرم توسط خود افراد ،كار مي‏كند تا بتواند ميزان پيشگيري از جرايم را در سطح عمومي ارتقا بخشد و همچنين بتواند بين ارگانهاي مختلف در پيشگيري از جرم يك هماهنگي بر قرار كند. شوراي ملي پيشگيري از جرم ،افراد را با استفاده از بر پايي نمايشگاهها،سمينارها و كارهاي گروهي با موضوع پيشگيري از جرم درگير مي‏كند، اين شورا همچنين افراد را با سازمانها تجاري ،اجتماعي‏و حرفه‏اي بسيار نزديك مي‏كند تا آنها از نزديك با موضوع پيشگيري از جرم آشنا شوند. علاوه بر اين گروههاي كوچك متفاوتي براي اشاعه موضوع امنيت در مناطق خاصي تشكيل شده‏اند ، بعضي از اين گروهها عبارتند از :كميته امنيت هتل‏ها ،كميته ايمني اصناف، كميته جوانان و كودكان ،كميته امنيت در مناطق مسكوني ،كميته امنيت در مناطق تجاري و كميته گروههاي مركزي بيشترين تلاش اين شورا همكاري و مشاركت كليه ساكنين ساختمانهاي مسكوني و املاك تجاري براي طراحي راههايي در جهت كاهش جرايم مي‏باشد تا بواسطه آن سنگاپور به يك محيط امن تبديل شود. اين مهم، به واسطه اصول پيشگيري از جرم از طريق طراحي محيطي (cpted)حاصل خواهد شد يعني زماني كه طراحي ساختمانها ،مناطق و معابر مناسب‏تر شوند مناطق مختلف با نگرش به مواجهه با جرايم خطرناك مثل تروريسم ،مي‏توانند از طريق اعمال اصول پيشگيري از جرم از طريق طراحي محيطي در برابر تهديدات اينگونه جرايم امن‏تر شوند . بنابراين مقاله حاضر مي‏تواند بعنوان منبع مناسبي براي طراحان شهري، مهندسين ساختماني، موسسات امنيتي و صاحبان منازل مسكوني در جهت همكاري مناسب در پيشگيري از جرم به شمارآيد و ميتوان يك منبع ارزيابي ايمني در نقشه و طراحي‏هاي ساختماني به حساب آيد.

Crime is a social problem in our society that affects thousands of peopleʹs lives each year, seriouse crimes against persons and properties generate considerable fear within the community. Crimes like theft, break - in, rape and murder are serious threats to the safety of the community. The resulting fear of crime in itself can restrict peopleʹs freedom of movement and prevent them from fully participating in the community. In particular, some groups of people are more vulnerable to crime and the fear of crime, for example, older people, women, parents, teenagers, ect. Many different strategies are needed to combat the complex issues of crime and fear of crime. A whole range of responses involving strategies in design, community action and law enforcement would be required to achieve successfully the objective of crime prevention. In this connection, there is 159 • Vol.l The Studies Quartery of Deterrent Law Enfocement Abstracts widespread acknowledgement that planners, architects and developers can play an important role in enhancing the safety of our communities as they have a major influence in the design of the built environment. Traditionally,the community has turned to the police and the judicial system to protect them by deterring criminals and punishing offenders.The general publicʹs indifference toward self-protection arises mainly from the lack of knowledge of the means of protection,and perhaps a perception that somebody else - the government or insurance companies bear most of the cost of theft and vandalism. on the other hand,Crime Prevention Through Enviromental Design (CPTED)asserts that the community,homeowners,planners,developers and architects can play a greater role in protecting the community and themselves from crime by intergrating CPTED principles and concepts into the design and management of the physical enviroment. In this connection,CPTED may be viewed as a subset of the total set of measures required for the effective crime prevention and control.
