A Paradigm Shift in Opportunities and Challenges in Scientific Pursuits in the Developing Countries In the 21st Century

The need for correct planning and selecting a research strategy with the aim of achieving development, especially technological and industrial development, deriving benefits from the history and experiences of other countries in the field of development, particularly cultural development, an analysis of the various methods by which they have achieved national self-sufficiency, and the reasons for their successes and failures must be examined. Only by properly understanding the difficulties and obstacles, and by evaluating capabilities and potentials, can one devise and select an appropriate plan. The aim of this article is to arrive at a model for selecting and compiling an appropriate strategy for developing countries in the 21" century. This article aims to briefly present a guide mode! for Iran, a country in rapid transition, with substantial human and natural resources.
