Impact factor has been introduced as a measure of the average citation frequency for a specific citable item (article, review, letter, discovery account, note and abstract) in a specific journal during a specific year or period. Commonly, the impact factor of a journal is defined as the ratio between citation and recent (previous two years) citable items published or, in the other words, as the average number of citation in a given year of articles published in that journal in the preceding tow years. Average journal Impact factor (JIF) has been defined as an arithmetic mean of annual impact factors over the period of institute for scientific information (ISI) quotation. Impact factors are widely used to rank and evaluate journals, and simply reflect the ability of journals and editors to attract the best papers available. JIF has been used by 1SI to ranking journals in each discipline. Journal rank within discipline (JRK) has been introduced as the relative ranking number within a discipline as defined by JRN=1-[(n-l )IN]; where n is the descending ranking based in JIF and N is the total number of journals in that discipline. In this paper, 1ST journal with high JIF and JRK in 2002 are introduced. It is widely believed that method papers are cited more than the average and thus increase journal impact. Of 265000 citations in 1994 for JBC (Journal of Biological Chemistry), about 8000, of 3 percent, were to Lowryʹs classic 1951 protein determination paper method [JBC 193 (1951), 265-75]. Lowryʹs paper is the most cited of all time, with more than 300000 explicit citations to date. Impact factor is not a perfect tool to measure the quality of articles but there is nothing better and it has the advantage of already being in existence and is, therefore, a good technique for scientific evaluation. Impact factor has been misused in many situations, especially in the evaluation of individual researchers.
