Today organizing proper infrastructures and building scientific capacities are challenging issues in all developing countries. Policies should be made to provide some essential grounds such as: research and education promotion, establishment and modification of strategic centers especially, local indexing of science and technology (LIST), National Bank of Idea (NBI), Center for Accumulation of the National Requirements (CANR), and Indexing Center for Unsolved Scientific Problems (ICUSP), which play great roles in cultivation of the gifted and talented Persons. Development highly depends on devising proper strategies and extension of the strategic sciences in the country, these essential issues have been considered attentively in this paper. With these strategies, it is possible to achieve the first scientific rank foreseen in the IRANʹS prospect and development program.
