The aim of this article is to review the impact of technology on Open and Flexible Learning (OFL). Progressive technology has been accelerating the promotion and variation of education increasingly. Educational technology has been progressing by passing through distributive, interactive and collaborative stages. It, therefore, has been transferring educational procedure from teacher-centered to learner-centered and then to learning-team-centered method. Improving distance education, communication and information technology, and World Wide Web (WWW) have developed OFL. This sort of education or learning has several advantages, though there are a few disadvantages as well. There is not any conditional admission, time limitation, predicted procedure, and/or restriction in using education resources. However, it is lacking face-to-face contact and emotional exchanges between teacher and students. Recognition of the best framework for teaching or learning through a Web-site is difficult. Integration between Bloomʹs cognitive ability modelʹ with the new strategy may facilitate the administration of OFL. As Bloomʹs six-stage model suggests, "well-structured" materials - which have a right or wrong answer and the results are measurable - are eligible to be discussed at the stages of knowledge, comprehension, and application. However, "ill-structured" materials which are more complex because of inclusion of theories, concepts and principles - and have no right or wrong answers - can go through the stages of analysis, synthesis, and evaluation. At the latter stages, learning opportunities differ from one case to another.
