One of the critical issues that private and state institutions must handle along with hardware and software investment is building organizational capacity. Capacity-building has been defined in different ways, each having a different scope ranging from human resource development including education, and vocational training, infrastructures and physical environment, having suitable atmosphere that promotes developments both inside and outside the organization especially international cooperation. Every country, on its way towards a sustainable development, greatly depends on its powerful human resources, affiliated departments and environmental and ecological conditions. Therefore, capacity building should be implemented in all personal, organizational and social levels so that countries could achieve sustained development through strategic thinking, continuous education, creativity and efficient, knowledge-based management. The key to accumulate science and apply it in all aspects of personal, organizational and social life is that there is no single, uniform method for building capacity in all people, organizations and societies. Instead, different plans must be designed for different people and institutions. While elaborating on the importance and definitions of capacity building, this article intends to review different levels, aspects and scopes of it.
