FOCUSING ON FACTORS PROMOTING RESEARCH INSTEAD OF ITS HINDERING FACTORS : A PARADIGM SHIFT

One of the most frequently discussed issues in the past few decades concerning the scientific development of Iran has been the existence of various impediments and obstacles that hinder conducting research in this country. Irrespective of what research means, and what the relation between research and scientific development is, a wide spectrum of obstacles have been mentioned in the existing literature and echoed in researchersʹ complaints. However, drawing all the attentions to these barriers, in a sense, may even prove to be misleading. This article argues that the crucial remedy in scientific planning and policy making in a developing country like Iran is not merely to enumerate the problems and impediments but to identify cases of successful research groups and try to understand the underlying elements to their success in order to pave the way and to set examples for others. This viewpoint results in a paradigm shift in science policy making leading to an evolutionary vision of scientific development.
