Establishing a Performance Evaluation System for the National Olympic Committee by Balance Scorecard Approach

هدف اين پژوهش تدوين نظام ارزيابي عملكرد كميته ملي المپيك با رويكرد «كارت امتيازي متوازن» است. جامعه آماري پژوهش 114 نفر از اعضاي مجمع عمومي، متخصصان و خبرگان آشنا به امور كميته ملي المپيك بودند كه از بين آنها به‌طور هدفمند، 89 نفر براي بخش كمّي و 27 نفر براي بخش كيفي انتخاب شدند. براي گردآوري اطلاعات در بخش كمّي از پرسشنامه محقق ساخته استفاده شد. روايي پرسشنامه مورد تاييد متحصصان قرار گرفت و پايايي آن با آزمون آلفاي كرونباخ و با ضريب 84/0 تاييد شد. در بخش كيفي نيز از مصاحبه كيفي استفاده شد. براي تجزيه و تحليل اطلاعات جمع‌آوري شده در بخش كمّي از آزمون مجذور كاي و در بخش كيفي از روش استقراي منطقي استفاده شد. يافته‌هاي پژوهش نشان مي‌دهد كميته ملي المپيك چهار منظر مالي، مشتري، فرآيندهاي داخلي، يادگيري و رشد و 41 هدف بلندمدت (8 هدف در منظر مالي، 11 هدف در منظر مشتري، 12 هدف در منظر فرآيندهاي داخلي و 10 هدف در منظر يادگيري و رشد) دارد. همچنين 126 سنجه در منظرهاي مختلف (به ترتيب 24، 37، 30 و 35 سنجه در منظرهاي مالي، مشتري، فرآيندهاي داخلي، يادگيري و رشد) دارد. در نهايت، مي‌توان نتيجه گرفت به دليل ارتباط بين چشم‌انداز و استراتژي‌ها با اهداف بلندمدت و سنجه‌هاي كميته ملي المپيك در منظرهاي مختلف، منظرها، اهداف و سنجه‌هاي به‌دست آمده قابليت ارزيابي عملكرد اين سازمان ورزشي را دارند و زمينه اجراي استراتژي‌هاي كميته ملي المپيك را فراهم مي كند.

The purpose of this research was to establish a performance evaluation system for the national Olympic committee (NOC) by balance scorecard approach. The statistical population consists 114 of the N.O.C general assembly members, experts, and elites who were familiar with NOC. The sample of this study were chosen purposefully (89 people in the quantitative study, and 27 people in the qualitative study). The qualitative interview and self-made questioner were used as investigation tools. Reliability and validity of self-made questioner was assured through physical education experts and university teaching faculty members opinions. The pilot study as well as internal validity was found to be applicable by cronbachʹs alpha coefficient (n=3o, ? = 0.84). Collected data was analyzed by x^2 and logical inductive reasoning. The research finding showed the NOC had four perspectives, such as finance, customer, internal process, learning and growth and as well as 41 long term objectives (8 objectives on the finance perspective, 11 objectives on the customer perspective, 12 objectives on the internal process perspective, and 10 objectives on the learning and growth perspective) and also 126 measurements (24 measurements on the finance perspective, 37 measurements on the customer perspective, 30 126 measurements on the internal process perspective, and 35 measurements on the learning and growth perspective). Ultimately it can be concluded that, suggested perspectives, long term objectives, and measurements are capable of performance evaluation of N.O.C and they also have potentiality of being applied in practicing strategies of N.O.C. due to the relationship between N.O.C vision and strategies and its long term objectives and measurements.
