Among the most important needs of todayʹs changing environment is the need of the higher education system to respond to social, cultural, political and economic changes, with the aim of human development. One of the educational goals of entrepreneurship in higher education is the development of the individualʹs personal and professional talents. These goals are designed to prepare students for creating new products and businesses, and to improve the social and economic condition of the people. This article briefly covers human development in Iran in terms of education, gross domestic product (GDP), and life expectancy. The author discusses various epistemological and political philosophies of higher education and the significance of each in learning and cognitive development including the development of personal and professional skills and creative abilities. Personal characteristics have been considered to be of major significance in an individualʹs ability in becoming a successful entrepreneur. Some of these characteristics have been discussed while strengthening entrepreneurial skills such as problem solving, communication, team work, and persistence have been encouraged. Finally, investment in higher education, research and development along with structural changes in educational foundations are recognized as fundamental principles for institutionalizing entrepreneurship in higher education and economic development.
