The purpose of this article is to review the role of higher education in achieving the goals of twenty-year prospect of Iran. The article examines current status of human development in Iran, importance of human resource development, problems facing higher education in Iran, and major higher education policies in advanced countries. The last section of the article presents the views of author about major challenges higher education is facing in this country. These challenges focus on ten critical issues in the higher education system as follows: structural change, curriculums, access, investment in higher education, output evaluation, degree disease, characteristics of future students, developing balance between education teaching and research, increasing productivity, and training and retraining.
