PROTECTION AND MANAGEMENT OF INTELLECTUAL PROPERTY PREREQUISITE FOR INNOVATION DEVELOPMENT

National innovation system can be enabled by means of scientific and systematic approaches to innovation as well as through reformation and renewal of principal elements of the system. The knowledge transfer and knowledge extension from universities and research organizations is generally perceived as being the heart of a national innovation system. Achieving the desirable status in this field requires the existence of other essential prerequisites such as effective policies for managing the intellectual properties produced in these academic centers. Considering the importance of these policies, this paper first focuses on the changing conditions of innovation development and then elaborates on a collection of I 1 lessons to be learnt for policy making and managing intellectual properties within public research organizations. These keynotes are derived from analyzing intellectual property management policies adopted by OECD member countries. And finally, the necessity of paying increasing attention towards protection and management of intellectual properties in Iranian universities and research organizations has been underlined.
