اثر حقوق مالكيت معنوي بر توزيع درآمد در كشورهاي منطقه منا

The Effect of Intellectual Property Rights on Income Distribution in MENA Region’s Countries

مساله توزيع درآمد و نابرابري‌هاي حاصل از آن از جمله موضوعات مورد بحث در بسياري از جوامع بوده است. از اين‌رو همواره سعي گرديده تا عواملي كه باعث ايجاد انحراف در توزيع درآمد مي‌شوند مورد شناسايي قرار گيرند. زيرا در صورت شناسايي عوامل موثر بر توزيع درآمد مي‌توان در جهت دستيابي به هدف تحقق عدالت اجتماعي و توسعه پايدار گام برداشت. از آنجايي كه امروزه مفاهيمي چون انديشه نوآوري و خلاقيت بيش از گذشته ارزش مبادلاتي پيدا كرده است و به‌عنوان سرمايه‌هاي ارزشمند مورد حمايت واقع شده‌اند، از اين‌رو با توجه به اهميت حقوق مالكيت معنوي در ايجاد و پرورش انديشه نوآوري و خلاقيت به بررسي اثر حقوق مالكيت معنوي بر توزيع درآمد در كشورهاي منطقه منا به ويژه ايران طي دوره زماني 2007-1995 مي‌پردازيم. نتايج مطالعه حاكي از آن است كه وضعيت كشورهاي منطقه منا در شاخص جيني و حقوق مالكيت معنوي نامطلوب مي‌باشد. حقوق مالكيت معنوي داراي دو اثر متفاوت بر توزيع درآمد است: از يك‌سو با حمايت از خلاقيت و نوآوري به‌منظور ايجاد اشتغال‌هاي مولد و كارآفريني، افزايش بهره‌وري و توليد ثروت ازعلم و فناوري مي‌تواند موجب بهبود درتوزيع درآمد شود و از سويي ديگر ممكن است به دليل افزايش قيمت كالاها و خدمات و فناوري‌هاي ناشي از انحصار موجب بدترشدن توزيع درآمد شود.

Since the notion of concepts such as innovation and creativity over the last transaction has been valued and supported as valuable assets are located, therefore the importance of intellectual property rights in creating and fostering innovation and creative thought to the effect of intellectual property rights of income distribution in the Mena region countries particularly Iran during period 1995-2005. The study results suggest that the Mena regionʹs countries in the Gini index and in intellectual property rights are undesirable. Intellectual property rights have two different effects on income distribution is: on the one hand, with the support of creativity and innovation to create employments productive and, increase productivity and generate wealth through science and technology can improve the income distribution and the other hand, may be due to increased prices of goods and services, and technologies resulting from the monopoly of the income distribution is worsening.
