The development of science and technology in countries would not take place without serious support of governments in areas such as directing public opinions towards giving priority to the issue of science in all aspects of life, allocating financial resources to science and technology, defining and directing scientific policies, and paying attention to the importance of research, either applied or theoretical.
Developed countries have found out that in order to promote science and technology they have no choice but to provide the appropriate infrastructure along with designing scientific and technological programmes and policies. Implementing encouraging policies, creating scientific movements nationwide, are among the responsibilities of science-oriented governments. Therefore, governments and their views towards the issue of science play a determining role in the promotion of science.
The present article embarks on a comparative study of scientific and technological policies in certain developed countries such as UK, France, Japan, China, and South Korea to underline and explain the objectives and required infrastructures of their programmes in an attempt to reveal the secret of their achievements in science and technology. Finally, by comparing and contrasting the technological policies of these countries with the present status of Iran intends to propose a framework for the countryʹs technological development.
