بررسي علل تاخير در انجام پروژه‌هاي صنعتي نفت و گاز شركت ملي مناطق نفت‌خيز جنوب

Investigating Causes of Delay in Performing Oil and Gas Industrial Projects in South Rich Areas National Company

چكيده شناخت عواملي كه شكاف بين برنامه‌ريزي و اجراي پروژه هاي صنعتي نفت و گاز را ميسر ساخته و ارايه راهكارهاي مناسب، به منظور دستيابي به زمان منطقي جهت بهره‌برداري به‌موقع از پروژه‌هاي مذكور را ميسر نمايد، مورد توجه مديريت شركت ملي مناطق نفت‌خيز جنوب قرار گرفته است؛ هدف مقاله حاضر، شناسايي و اولويت بندي عوامل تاخيرزاي انجام پروژه هاي صنعتي نفت و گاز شركت ملي مناطق نفت‌خيز جنوب مي‌باشد كه در قالب يك طرح پژوهشي توصيفي - پيمايشي به اجرا درآمده است. محققان، با الگوگيري از مدلي با عنوان 4D، به شناسايي عوامل بازدارنده و تاخيرزاي پيشرفت پروژه‌هاي صنعتي نفت و گاز شركت مورد مطالعه پرداخته‌اند و با انجام آزمون‌هاي آماري مناسب، ارتباط معنادار و اولويت بازدارندگي عوامل و گويه‌هاي تاخيرزاي شناسايي‌شده را در روند اجرايي پروژه‌هاي صنعتي نفت و گاز مورد سنجش قرار داده اند. نتايج آزمون t تك نمونه اي حاكي از برقراري رابطه معناداري كليه عوامل شناسايي شده (5 عامل) با تاخير در پروژه هاي صنعتي نفت و گاز شركت ملي مناطق نفت خيز جنوب دارد و نتايج آزمون فريدمن نيز نشان دهنده اين امر است كه نقص و مشكلات طراحي، تنظيم و تدوين مفاد قرارداد مرتبط با اجراي طرحها و پروژه‌هاي صنعتي نفت و گاز باعث شده است كه ابهامات قراردادي، بيشتر از ساير عوامل به عنوان شاخص تاخيرزا شناسايي شود و در اولويتهاي بعدي از حيث بازدارندگي و تاخيرزايي، به ترتيب عوامل فقدان نيروي انساني كارآمد و متخصص، ضعف مطالعات پايه، مشكلات جانبي و عدم تامين منابع مالي به موقع قرار گرفته اند.

Abstract: Iranʹs IPR system, similar to those developing countries, is reactive. The aim of this research is describing the actual deficiencies in Iranʹs IPR system. Also, the investigation aims at identifying the roots and reasons of the reaction and the effective internal factors. The present study which is a library research, reviews experts opinions and relevant indexes using depict method. At first, backgrounds of the global economy and different approaches of developing and developed countries in the IPR system are surveyed according to published articles. Then, effective global reasons in present situation of Iran and also relevant to internal and external factors are identified. So, three kinds of factors and reasons identified according to this classification are as follows: (a) global fields and weak role of developing countries in innovation; (b) the relevant factors with weak performance of Iranʹs National Innovation System (NIS); and (c) structural weakness and disharmony in performance of policy and executive agent in Iranʹs IPR system. Some of the factors are related to internal agent weakness and the others are related to international issues such as universal challenge between developing and developed countries. IPR system, as one of the important elements of NIS is a determining factor in the development trajectory of any country. The following subjects need attention order to revising Iranʹs IPR system: (a) consideration of IPR system performance in NIS (b) coordination of IPR system ability and development level of the country.
