تدوين و ارزيابي استراتژي‌هاي سازماني با به كارگيري مدل‌هاي SWOT و فرآيند تحليل شبكه‌اي ANP

Using the Analytic Network Process (ANP) in SWOT for Determining and Evaluating the Organizational Strategies

تجزيه و تحليل نقاط قوت، ضعف، فرصت و تهديد ( SWOT) قادر به تعيين اهميت هر يك از عوامل شناخته شده نيست و راهكاري را براي ارزيابي گزينه‌هاي تصميم با توجه به اين عوامل ارايه نمي‌دهد. اگر چه تجزيه و تحليل SWOT عوامل مورد نظر را مشخص مي‌كند، اما هر يك از عوامل معمولا به صورت خلاصه و خيلي كلي توصيف مي‌شوند. به همين خاطر، تجزيه و تحليل SWOT در مراحل ارزيابي و اندازه‌گيري داراي برخي از نقص‌ها مي‌باشد. روش فرآيند تحليل سلسله مراتبي ( AHP) بعضي از نقاط ضعف تجزيه و تحليل SWOT را مرتفع مي‌كند، اما وابستگي‌هاي ممكن ميان عوامل را در نظر نمي‌گيرد. به همين دليل به كارگيري شكل خاصي از تجزيه و تحليل SWOT كه وابستگي‌هاي ممكن ميان عوامل را در نظر مي‌گيرد، مناسب‌تر است. در پژوهش حاضر براي تجزيه و تحليل كمي SWOT و در نظر گرفتن وابستگي‌هاي ممكن ميان عوامل از روش فرآيند تحليل شبكه‌اي ( ( ANP استفاده نموده است. وابستگي‌هاي ممكن ميان عوامل SWOT، وزن‌هاي عوامل استراتژيك، وزن‌هاي عوامل فرعي و اولويت‌هاي استراتژي‌هاي جايگزين را تحت تاثير قرار مي‌دهند. هدف اين تحقيق، اولويت بندي استراتژي هاي سازماني براي اجراست. براي تدوين استراتژي ها از تكنيك SWOT و براي اولويت بندي استراتژي ها از تكنيك ANP استفاده شد. در نهايت استراتژي SO با بيش ترين وزن، بااولويت ترين استراتژي براي اجرا انتخاب شد

Strengths, weaknesses, opportunities and threats (SWOT) analysis do not provide an analytical means to determine the importance of the identified factors or the ability to assess decision alternatives according to these factors. Although the analysis successfully pinpoints the factors, individual factors are usually described briefly and very generally. For this reason, SWOT analysis possesses deficiencies in the measurement and evaluation steps. Although the analytic hierarchy process (AHP) technique removes these deficiencies, it does not allow for the measurement of the possible dependencies among the factors. Therefore, it is better to employ a form of SWOT analysis that measures and takes into account the possible dependencies among the factors. This paper uses the analytic network process (ANP), which allows the quantitative analysis of SWOT and measurement of the dependencies among the factors. Dependencies among the SWOT factors affect the strategic and sub-factor weights and change the strategy priorities. Aim of this research, to determine priority of organizational strategies for using. SWOT is used for determining of strategies and ANP is used for evaluating strategies. Finally, strategy of SO is selected as best strategy for using because it had most weight in final matrix.
