The Role of American Congress in Exerting Strategic-Security Considerations Associated with Technology Export Control Policy

There has been some level of "inter-organizational involvement and coordination" in U.S. foreign decision-making revolving around technology export In other words, along with the Executive Branch, the Congress has been trying to contribute to the administrative conditions required for advancing the objectives involved in controlling the export of technology items, by introducing and adopting legislation related to this issue. This interactive paradigm between Americaʹs administrative and legislative components suggests a specific effect of an inter-organizational involvement system in the country, an interactive involvement that, beyond partisan and profit seeking concerns and in some cases even to the point of relative consensus, has acquired identity and meaning on the basis of diplomatic behavior guidelines. This article tries to address how the Congress played a role in relation to the subject under discussion (the export of technology) in the periods before the Cold War, during, and after the Cold War. The main hypothesis, which is meaningful on the basis of proving the paradigm of cooperation between the Congress and the Executive Branch, will be provable during examining the events associated with the aforementioned periods of time.
