This article aims at determining the type of managerial skills and knowledge required by the cultural managers of the Student Basij. Using the Queen (and others] model, this research establishes the managerial skills, functions, and roles with human relations approach. Then, it determines the managerial skills and knowledge that cultural managers need by considering the above-said model, the characteristics of the Student Basij, and subjects of culture and leadership as belonging to the subject of cultural management. As an applied research, the present research uses the descriptive and survey methods. Cultural authorities and managers with postgraduate education and at least a five year managerial experience in Student Basij have been used as a statistical community. Also, considering the achieved results, it found out that the human relations approach is an effective one in determining the skills and knowledge required by cultural managers of the Student Basij. The results achieved by this research reveal that human skills are the main skills that cultural managers need. Conceptual skills are of the second priority and the technical skills are of a lower status. The human managerial skills and knowledge required by the cultural managers of Student Basij with factors like effective relationship, audience studies, group making and group management, problem diagnosis and solution, change Management, conflict solution and decision making are emphasized in order of importance.
