The Identifying Influencing Factors on Science and Technology Policy- Making

The aim of this article is identifying influencing factors of Science and Technology Policy (STP) in National Iranian Oil Refining and Distribution Company. In this study, we review concepts of public policy, S&T policy, innovation systems and functions of innovation systems. Then we study position NIORDC in oil industry and interview to expert. Influencing factors are categorized in six categories. We collect 136 completed questionnaires and analysis to t-test and confirmatory factor analysis. The reliability is computed with six separated Cronbachʹs alpha. Finally, six factors are confirmed: policy-base, legal regulations, market, structure, technological and education and Learning.
