بررسي موانع و مشكلات موجود در كتابخانه هاي دانشگاهي منطقه غرب كشور جهت پياده سازي نظام همكاري بين كتابخانه اي و خدمات تحويل مدرك

Implementing system of interlibrary cooperation and document delivery services: a study of barriers and problems available in academic libraries of West Region of Iran

هدف: محدوديت هايي از قبيل بودجه، فضا، و نيروي انساني باعث شده تا كتابخانه ها و مراكز اطلاع رساني ناگزير باشند تا نيازهاي اطلاعاتي كاربران خود را از طريق اشتراك منابع، امانت بين كتابخانه اي و خدمات تحويل مدرك پاسخ دهند. در واقع طرح هاي امانت بين كتابخانه اي و خدمات تحويل مدرك با افزايش سطح دسترسي به منابع اطلاعاتي و پاسخگويي به نيازهاي اطلاعاتي كاربران مي كوشند تا فرهنگ دسترسي به منابع را جايگزين مالكيت منابع نمايند. بر اين اساس، پژوهش حاضر در نظر دارد تا ضمن بررسي وضعيت امانت بين كتابخانه اي در كتابخانه هاي منطقه غرب كشور، راه حل مناسبي براي رفع موانع احتمالي پيشنهاد دهد. روش: اين پژوهش به روش پيمايشي توصيفي با توزيع پرسشنامه در ميان مديران و كتابداران كتابخانه هاي دانشگاهي مراكز استان هاي غرب كشور( كردستان، ايلام، همدان، كرمانشاه، لرستان) انجام شده است. يافته ها: به طور متوسط 7/88 درصد از جامعه مورد پژوهش ايجاد نظام امانت بين كتابخانه اي و خدمات تحويل مدرك را در ميان كتابخانه هاي دانشگاهي منطقه غرب كشور ضروري دانسته اند. ميزان اقدامات مديران و مسيولان در كتابخانه هاي دانشگاهي غرب كشور 15 درصد و ميزان همكاري كتابخانه هاي منطقه با يكديگر3/13 درصد بوده است. شاخص فن آورانه(95 درصد )، شاخص سازماني 3/92 درصد، شاخص انساني 9/85 درصد و شاخص اقتصادي 8/68 درصد به ترتيب از عوامل موثر بر ايجاد امانت بين كتابخانه اي و خدمات تحويل مدرك در دانشگاه هاي منطقه غرب كشور بوده اند. موانع مهم در عدم برقراري نظام امانت بين كتابخانه اي به ترتيب شامل موانع مديريتي، ضوابط دست و پا گير موجود در كتابخانه ها، مشكلات اقتصادي، و نبود تجهيزات كافي در كتابخانه ها عنوان شده است.

Purpose: Because of restrictions such as budget, space, and manpower, libraries and information centers are forced to meet information needs of their users through resource sharing, interlibrary loan and document delivery services. Therefore, this study intends to investigate implementing system of interlibrary cooperation and document delivery services in academic libraries located in West Region of Iran. Methodology: To do this, it studies barriers and problems faced by aforementioned libraries. Using descriptive method and distributing questionnaires among managers and librarians in the academic libraries located in western parts of the country, Kurdistan, Ilam, Hamedan, Kermanshah, and Lorestan, needed data were collected. Findings: Based on the findings, on the average, about 88/7% of respondents agreed that the creation of interlibrary loan system and document delivery services is a necessity. Findings also indicate that factors such as technical factors (95%), human factors (92/3%), economic factors (85/9%), and organizational factors (68/8%) influence the creation, however, the barriers include: lack of information databases, lack of necessary equipment for document delivery, resistance of managers and librarians for cooperation among local libraries and lack of their belief to cooperate libraries, weakness in technological infrastructure, lack of specialists, tendency to source centralization in libraries, lack of credit securing from mother organization, are also among the important factors that discourage the establishment of such systems and services. Conclusions: According to the findings, some suggestions have been provided
