بررسي كارامدي اصلاح قيمتهاي نسبي در بستر افتراق ميان اهداف و نتايج تعديل ساختاري

چكيده تعديل ساختاري فرايندي است كه به اصلاح ساختارهاي اقتصادي جهت حاكم كردن نيروهاي بازار بر نظام اقتصادي مي‌پردازد كه حول محور اصلي اصلاح قيمتهاي نسبي شكل گرفته است. مقاله حاضر سعي دارد تا با نگاهي سيستمي، چگونگي كنش ميان متغيرها در جريان تعديل ساختاري را با وضعيت نظري پيش‌بيني‌شده توسط اجماع واشنگتني مقايسه نمايد و در اين رهگذر كارآمدي اصلاح قيمتهاي نسبي در ايران را مورد توجه قرار دهد. به همين منظور پس از بيان مفاهيم پيرامون تعديل و ريشه‌يابي آن در نظريات نئوكلاسيك و همچنين بيان غايت تعديل ساختاري، به جمع‌بندي شماتيك سيستم اقتصاد كلان ايران و سيستم نظري اجماع واشنگتني پرداخته و از رهگذر مقايسه عملكرد تعديل ساختاري در اين دو موقعيت نظري و واقعي، سعي در ارزيابي كارامدي اصلاح قيمتهاي نسبي با عنايت به علل افتراق ميان اهداف تعديل ساختاري و نتايج آن در اقتصاد ايران با تكيه بر ويژگي‌هاي خاص اين اقتصاد داشته است. نتيجه در قالب معماي تعديل ساختاري ارائه شده است و توجه به اين معما در اصلاح قيمتهاي نسبي از مهمترين پيشنهاد‌هاي اين مقاله است.

Abstract "Structural adjustment" is the name given to a set of "free market" economic policy reforms. Reforming of relative prices is the main building bloc of structural adjustment programs. This paper attempts to compare the interactions among the variables in the structural adjustment policy package with the status of theoretical predictions by the Washington Consensus and at the same time, it investigate the efficiency of correction in the relative prices in Iran. Therefore, in the first part of the article, the concepts of adjustment and its roots in the Neoclassical theories and structural adjustment limit is expressed. Then in the next section, it deals with Schematic Summary of Iranʹs macroeconomic system and theoretical system of the Washington Consensus. Then, the paper, with comparing the performance of structural adjustment in both theoretical and real situations, assesses efficiency of relative prices reform. In the third part, relying on specific characteristics of the Iranian economy, difference between objectives of structural adjustment and its consequences in Iranʹs economy is expressed. Results present "the structural adjustment puzzle" and attention to this puzzle in the relative prices reform is the most important recommendation in this article.
