رابطه خدمات حمايتي ترويجي و مشاركت بهره برداران در طرح هاي مرتعداري ( مطالعه موردي، مراتع ييلاقي بلده- شمال ايران)

The relationship between the support services and extension and participation of ranchers in rangeland restoration(Case study: Baladeh rangelands, north of Iran)

چكيده 1 امروزه تلاش براي حفاظت، اصلاح، احيا و بهره برداري مراتع در حوزه هاي آبخيز با مشاركت بهره برداران در چارچوب طرح هاي مرتعداري به عنوان يك برنامه مدون مديريتي گامي اساسي در راستاي توسعه پايدار مي باشد. به نظر مي رسد، در فرآيند توسعه پايدار پاسخ به نيازهاي بهره برداران، مانند تامين نهاده ها، تسهيلات اعتباري و آموزش و ترويج توسط كارشناسان براي مشاركت بي شتر آن ها در پروژه هاي اصلاح و احيا مراتع ب همنظور حفاظت آب و خاك و پوشش گياهي موثر باشد. هدف اين مطالعه، بررسي تاثير خدمات حمايتي ترويجي بر ميزان مشاركت مجريان در اجراي طرح هاي مرتعداري حوزه آبخيز مراتع ييلاقي بلده نور است. جامعه آماري اين پژوهش را 102 سامان عرفي تشكيل مي دهند و نمونه هاي آماري، مجريان طرح هاي مرتعداري در 72 سامان عرفي كه سابقه اجراي آن ها بيش تر از سه سال بوده است، مي باشد. هر سامان به عنوان يك واحد اقتصادي اجتماعي مجزا، به وسيله گروهي از بهره برداران مورد استفاده قرار مي گيرد. ابزار پژوهش پرسش نامه بوده و نمونه گيري با استفاده از روش تصادفي طبقه اي انجام شده است. اساس تفكيك طبقات زمان اجراي طرح مرتعداري در هر سامان عرفي است. يافته هاي اين پژوهش نشان م يدهد رابطه معني داري بين ميزان خدمات حمايتي ترويجي ومولفه هاي آن با ميزان مشاركت مجريان در اجراي برنامه ها و پروژه هاي اصلاح و احياي عرصه هاي آبخيز جهت حفاظت آب و خاك وجود دارد. همچنين نتايج آزمون نشان داد با افزايش تعداد بهره بردار در هر سامان عرفي ميزان دريافت خدمات حمايتي در قالب تامين نهاده ها و تسهيلات اعتباري و آموزش و ترويج نيز كم تر بوده است. اما بين تعداد بهره برداران در هر سامان عرفي با ميزان ارايه خدمات نظارتي مانند كنترل، نظارت و پيگيري طرح ها رابطه معني داري وجود ندارد. واژ ههاي كليدي: آموزش و ترويج، مشاركت بهره برداران، اصلاح و احيا مراتع

Abstract1 Nowadays it is very important in watershed management to consider the participation of people particularly ranchers in rangeland restoration. It seems that for greater participation of ranchers in vegetation restoration it is necessary to consider people needs, provide inputs and financial supports, education and extension, and control, monitoring, and supervising of projects. The aim of this study is to assess the role of support services and extension on the participation of ranchers in rangeland restoration projects in mountain rangelands of Baladeh in Mazandaran. Statistical population includes 102 ranches, of them 72 ranches were sampled where rangeland restoration projects were performed at least for three years. Each ranch is a defined area of rangeland used by a number of ranchers for raising livestock. The sampling was done using questionnaire in random-stratified method. Result of this study showed that there was a significant relationship between ranchers` participation and support services and extension of ranchers in rangeland restoration, soil and water conservation. Also we found that as the number of ranchers increased in each ranch there was a decrease in support services such as inputs, financial supports, education, and extension. There was not a significant relationship between the number of ranchers in each ranch and the control and monitoring services. Finally the result of this study showed that in many ranches the support services and extension are not enough to support the success of rangeland restoration projects.
