The Study of the Effectiveness of the Implementation of the Number Plate Change National Plan and Its Role on the Inspection of the Originality of the Vehicles

اجراي طرح تعويض پلاك وسايل نقليه در ايران از سوي كارشناسان نظرات متفاوتي نسبت به ميزان موفقيت آن و ميزان دسترسي به اهداف از پيش تعيين شده ارايه شده است. هدف اصلي طرح احراز خودرو و هماهنگ‌سازي پلاك‌هاي وسايل نقليه و برون‌سپاري خدمات ترافيكي در ايران بوده است و شايد شناخت ميزان كارآيي طرح بتواند به‌عنوان الگويي براي ساير طرح‌هاي ترافيكي محسوب گردد. با اين وجود برابر روش متداول كشورها، هر ده سال يك‌بار و حسب ضرورت سيستم شماره‌گذاري خودرو تغيير و سير تكامل را مي‌پيمايد درحال حاضر تعداد زيادي از پلاك اتومبيل‌ها به‌دليل كهنگي و فرسايش تدريجي كيفيت و قابليت كنترل را از‌دست داده و زمينه جعل و سو استفاده ميسر شده، فلذا جهت ساماندهي و هم‌چنين پيش‌بيني لازم باتوجه به افزايش سريع جمعيت و روند روزافزون بهره‌گيري از وسايل نقليه، ضرورت سازماندهي متناسب و قابل قبولي كه بتواند اهداف امنيتي، انتظامي ‌و اجتماعي را تامين نمايد احساس گرديد و بدين منظور طرح ملي تعويض پلاك وسايل نقليه در كشور مورد توجه خاص قرار گرفت. جامعه آماري در اين پژوهش مسيولان، كارشناسان، صاحب نظران و خبرگان در امور شماره‌گذاري وسايل نقليه كشور مي‌باشند. با توجه به روش تحقيق حاضر كه از نظر نوع و هدف كاربردي و از نظر ماهيت و روش توصيفي مي‌باشد. نتايج اوليه تحقيق نشان مي‌دهد كه طرح ملي تعويض پلاك، كمك مناسبي به پليس در شناسايي شگردهاي خاص جاعلان و سارقان خودرو و ارايه راهكارهاي مناسب در جهت جلوگيري از تكرار موارد مشابه نموده است. از طرف ديگر برون‌سپاري خدمات ترافيكي در راستاي كاهش تصدي‌گري دولت و تاثير آن در بهبود و ارتقاي سطح كمي ‌و كيفي خدمات پليسي انجاميده است و اين مهم موجب گشته است كه ضمن خدمت‌رساني بيشتر به مردم، ناجا نقش نظارتي خود را به‌دقت دنبال كند.

A vehicleʹs number plate is a distinctive feature which can be used in distinguishing that vehicle from similar ones. However, since the number of car-manufacturing companies and their products is increasing rapidly, and the fact that every year many cars are forged or stolen, it becomes necessary to access up-to-date statistics regarding vehicles. As it is common in many countries, every 10 years the vehiclesʹ numbering system is changed. At present, many number plates have lost their quality and controllability as a result of wearing out or passage of time; hence grounds for fraud and abuse appear. Regarding rapid population growth and peopleʹs turning to use more cars, the need for appropriate and acceptable organizing to meet security, social and law enforcement goals was felt. To meet this need, the effectiveness of the implementation of plate change national plan was carried out. The present thesis aims to study the effectiveness of the implementation of the number plate change national plan and its role on the originality of the vehicles in Tehran from 1383 to 1388. The goals of the research are as follows: enabling police in performing their duties effectively identifying and resolving the shortcoming of the plan in order to improve traffic services qualitatively and quantitavely detecting unauthorized vehicles improving citizen satisfaction employing IT modern technologies in performing police duties identifying styles peculiar to forgers and auto thieves and ultimately improving social order and security. The statistical population of the research includes authorities’ experts and others involved in vehicle numbering system throughout the country. The research method is applied but descriptive in nature.
