استفاده ابزاري انگلستان و روسيه از توسعه پزشكي و بهداشتي در ايران دوره‌ي قاجاريه براي بسط نفوذ سياسي و اقتصادي

Russian and Britain Implementation of Medical andSanitary Developments in Gajar era for ExpandingTheir Political and Economical Influence

در موارد متعددي انگلستان و روسيه با استفاده از ابزار بهداشت و پزشكي درصدد بسط نفوذ سياسي و اقتصادي خود در ايران برمي‌آمدند. اين مداخلات از ورود ميسيونرهاي مذهبي به‌عنوان پزشك و با هدف تبليغ مذهبي گرفته تا اشغال جزاير خليج فارس در جنوب ايران و يا تصاحب برخي اماكن و بيمارستان‌ها در شمال ايران به بهانه برقراري قرنطينه‌هاي بهداشتي را شامل مي‌گرديد؛ البته اين موارد از جمله موضوعاتي است كه حتي در متون علمي ـ تاريخي مكتوب نيز مورد بي توجهي قرار گرفته است. به‌طور مشخص يكي از مهم‌ترين شاهد مثال ‌ها كتاب تاريخ پزشكي ايران به قلم سيريل الگود انگليسي است كه با وجود اطلاعات ارزشمندي كه در اختيار خواننده قرار مي‌دهد، داراي موضع‌گيري‌هاي اغراق‌آميزي در خصوص نقش و تاثير مثبت انگليسي‌ها در تحولات پزشكي و بهداشتي ايران است. البته پر مسلم است وقتي تحولات تاريخي يك كشور به دست نويسندگان خارجي نوشته مي‌شود به هر تقدير قضاوت‌هاي شخصي خالق متن در مكتوب وي نيز متجلي مي‌گردد. در اين نوشتار پس از بيان خلاصه‌اي از روند تحولات پزشكي در دوره قاجاريه، چند نمونه از اسناد وزارت امور خارجه ايران كه گوياي تلاش دو قدرت سياسي آن دوران براي افزايش ضريب نفوذ آنها در ايران مي‌باشد ارايه مي‌گردد.

In many cases in the past, Britain and Russia had tried to apply health and medicine as a tool for expanding their political and economic influence in Iran. These interventions included the entrance of religious missionaries as a physician and with the aim of religious propaganda, occupying the islands in the Persian Gulf in southern Iran or possession of certain places and hospitals in northern Iran under the pretext of restoring health quarantines. These issues, however, are among the cases that have been even neglected in historical literatures. Specifically, the most important example of Iranʹs medical history books that is written by English author Cyril Elgood, despite the valuable information that offers to the reader, has exaggerated stands on the role and positive impact of Britain in Iranʹs medical and health developments. Of course, it is clear that when historical developments of a country are being written by foreign authors, their personal judgments and verdicts will undoubtedly be manifested in the scripts. In this article, following to a summary of medical developments in the Qajar era, some examples of documents taken from Iranʹs Ministry of Foreign Affairs that reveal these two political powersʹ apparent efforts to increase their influences in Iran is presented.
