تحليل تطبيقي مولفه هاي امنيت اقتصادي در ايران

Reviewing, analysis and comparative comparison of Iran economic security components

از آنجا كه امنيت اقتصادي در سطح كلان ملي چهار چوب نهادينه اي از شرايط متغيرهاي كلان اقتصادي، سياسي، حقوقي و اجتماعي است كه اعتماد فعالان اقتصادي در درون يك نظام ملي را جلب كرده، و با برخورداري از احساس اعتماد به سياستگذاران، ارتقاي رشد اقتصاد ملي را تضمين مي كند، شناخت مولفه‌هاي آن از اهميت بسياري برخوردار است. اين مقاله كوشش دارد تا با اتكاي به نظريات مختلف پيرامون امنيت اقتصادي به عنوان مهمترين بعد امنيت ملي پس از جنگ سرد، مولفه هاي اصلي موجد آن را احصا ، محاسبه و تحليل نمايد.بر اين مبنا در گام نخست، مولفه هاي امنيت اقتصادي در دو بعد مولفه كمي كلان اقتصادي و مولفه محيطي فعاليت‌هاي اقتصادي، طبقه بندي گرديده اند. در گام بعدي اجزاي عمده هر مولفه بر مبناي مطالعات نظري وتجربي احصا شده و پس از آن با استفاده از شاخص موريس، هر مولفه در قالب شاخص هاي قابل تحليل براي ايران و 104 كشور ديگر جهان در طي دوره زماني1980 الي2002 محاسبه گرديد. نهايتا" پس از طبقه بندي نتايج حاصل، شاخص هاي محاسبه شده ابتدا در دوره زماني مذكور، به تفكيك مولفه هاي اقتصادي و مولفه هاي محيطي در ايران مورد تجزيه وتحليل قرار گرفت ودر مرحله ديگر، ارزيابي تطبيقي هر يك از مولفه هاي مذكور در ايران نسبت به ساير كشورهاي جهان صورت گرفت. سرانجام نيز پيشنهادهاي متناسب با نتايج ارايه گرديده است.

Since economic security at the national macro level is an institutional frame of economic, political, legal and social great variables conditions which attracts economic practitioners confidence in a national system, and with having confidence feeling to policy making secures the national economic growth, and recognizing its components are very important. In this article it is tried by relying on different views about economic security as the most important dimension of national security after cold war, its main components would be achieved, calculated and analyzed. Based on that, in the first step, economic security components in two dimensions of economic great quantitative component and economic activities environmental component have been classified. In the next step, basic elements of each component based on theoretical and practical studies have been achieved, and thereafter by using Moris indexes, each component in the form of analyzable index for Iran and 104 other world countries during 1980 to 2002 period have been calculated. Finally, after classifying achieved results from calculated indexes, first in the mentioned period, economic components and environmental components in Iran have separately been analyzed and in another stage comparative evaluation of every mentioned component in Iran with other world countries have been done. At he end some recommendations appropriate to results are of offered.
