The study of Globalization impact on security organizations of developed and under development countries

اين پژوهش به بررسي سازمان‌هاي اطلاعاتي كشورهاي توسعه يافته و در حال توسعه درعصر جهاني شدن مي پردازد و اين موضوع را مورد توجه قرار مي دهد كه گسترش فرآيند جهاني شدن وتحولات منبعث از آن، باعث به وجود آمدن تهديدات و فرصت‌هايي براي كليه بازيگران نظام بين الملل شده است، به‌طوري‌كه سازمان‌هاي اطلاعاتي نيز از اين تحولات جديد مصون نمانده و تحت تاثير تهديدات و فرصت‌هاي ناشي از جهاني شدن قرارگرفته اند. ازآنجا كه كشورهاي توسعه يافته از توانايي بيشتري در عرصه‌هاي مختلف برخوردارند، لذا توانايي بيشتري در استفاده از فرصت‌ها و كاهش تهديدات وتبديل تهديدات به فرصت‌ها دارند، اما كشورهاي در حال توسعه به علت عقب ماندگي در سطوح مختلف به ويژه از نظر فناوري، نه تنها توان استفاده از فرصت‌هاي جديد را ندارند، بلكه به علت حاكم بودن تفكر منفي در بين تصميم گيرندگان نسبت به جهاني شدن فرصت‌هاي ناشي از جهاني شدن را تبديل به تهديد عليه خود مي‌نمايند. از اين رو ابتدا وظايف عام سازمان‌هاي اطلاعاتي مورد بررسي واقع مي شود و درنهايت به قابليت هاي سازمان‌هاي اطلاعاتي كشورهاي توسعه يافته ودر حال توسعه پرداخته مي شود.

This research deals with the analysis of security organizations of developed and under development countries in the globalization age and pays attention to the fact that the extension of globalization process and the related evolutions make new threats and occasions for all the actors of the international system, so that even the security organizations are not exempt of these evolutions and are affected by the threats and occasions created by the globalization. As the developed countries have more abilities in different domains, so they have more ability to use the occasions and reduce the threats and change them to occasions; but the under development countries, because of the insufficiency in different levels especially from technological aspect, not only have no ability to use the new occasions but also transform the occasions made by the globalization to threats against themselves, because of the dominion of the negative thought among the decision-makers towards the globalization. So, we study first the common tasks of security organizations and then, the capacities of security organizations of developed and under development countries
